HOPES is an age group. It's Level 9s and 10s who are not old enough to be Juniors.

HOPES is the oldest of child C and the youngest of junior A. You need to be turning 11 or 12 the year you compete.
Hopes can go to Visa Nationals, just get awarded in a different group and can not be on junior team. There are good explanations in USAG rhythmic rules section.
